Welp, I think we know what this task is going to be.

There is one way out here. In Minecraft, at one point, if you took some simple preparations and had a well-enchanted sword, it was entirely possible to spawn the wither and then kill it within 10 seconds. Actually, 10 seconds is very slow for what I'm thinking of. Catchin' my brain waves yet?

I'm wondering, what if they agreed and then Mewtwo refused to do what Hoopa demands? How would they(?) make Mewtwo do what they want?

You REALLY don't want to make Hoopa mad.

Beyond that, breaking deals with a genie is a guaranteed way to earn ironic hell punishments for the rest of your abruptly short and agonizing life.

Having SAID that, Hoopa is being deliberately vague on the details here, which is a recipe for disaster when you're negotiating with djinn. In its current state this deal is an automatic reject.

This. This is how you write a story with a genie.

They know Hoopa is shady, but they are completely out of options in a time-sensitive mission. They are aware it will bite them in the ass, but are willing to go with it anyway because the alternative is too terrible. The party isn't ignoring all the red flags and just happily jumping in because 'wew, thanks mr. Genie! We are saved!" This is also clearly a deliberate setup from Hoopa's part.

You better put stipulations on this one Mewtwo, Chances are hes gonna want something that goes against your code of ethics if you have any. I'm saying is I better have precautions and wiggle Room or else you're gonna get in some serious trouble with him later.

They don't need Hoopa. Just take a bronze knife and cut a point down triangle into the side with a wavy line through it. Then the door will open.

I guess Hoopa has struck the same deal with many other very strong mons and its plan is to use them all at the same time to do one great thing that none of them could do alone..
