It's totally a good idea to screw around with the legendary that got turned into a sealed evil in a can. That totally won't bite you guys in the asses, amirite? Admittedly it begs the question, where the hell did they get it from? Victini?

  Hang on.....

This comic's story was planned before Hoopa was announced....which means that the choice to involve Hoopa was not in the original plan. Depending on how specific the plan was, I mean.

So I'd wager that the original plan didn't even involve a ring at all.
I suppose Hoopa's there to send gengar somewhere so that he isn't easy to retrieve in case team charm or any other high level exploration/rescue team comes to the rescue

Pokemon XY came out two years ago and Hoopa was leaked within the first few months of the launch. We've had plenty of time to plot nefarious things there :)
You got me on the Book 4 cover though, that's an art error and should have been corrected. Oops!
