Agh, that last panel brings back memories... Mewtwo stop you're making me cry. And as a note from the page before this, Wouldn't Mewtwo technically be XD 000? I mean, given that he was the only clone in his batch of clone pokemon to survive, and that he turned against his masters, he would be the failure test subject. Then XD 001, Lugia would be the next version of the "closing of the heart" business, and be the first successful triumph over pokemon. Thus leading to the creation of XD 002, Darkrai. Maybe i'm thinking too much about this. Or maybe I just love Mewtwo too much. Idk. -w-

Goosygander - Mewtwo was not engineered by Cipher, though the motivation was the same: to create a Pokemon that could be used as a weapon. If there's any team link to Mewtwo, it's probably Team Rocket.

On the other hand... The first hint of something like Shadow Pokemon technology was the Dark Balls in Voice of the Forest (which of course involved Celebi). Cipher's work may have been inspired by or based on that technology, which traces back to Team Rocket, so...
